1975-  KANSAS STATE LIBRARY, TOPEKA, KANSAS

1985      Federal Programs Librarian

·        Conducted grants management of federally funded programs under the Library Services and Construction Act, including writing long-range programs and producing detailed evaluation reports annually for the U.S. Dept. of Education.

·        Responsible for monitoring $1M in annual grants.

·        Created concept for and edited monthly newsletter, Kansas Libraries, 1982-1985.

·        Undertook two Historic American Buildings Surveys in order for libraries to qualify for LSCA Title II construction grants.

·        Became in-house expert on state and federal library laws, Kansas Administrative Regulations and Attorney Generals’ Opinions, and compiled The Handy Book for Kansas Public Librarians and Trustees.  This latter book was lauded nationwide for its excellence, thoroughness and innovative approach to “everything librarians need to know but were afraid to ask.”

·        Researched and wrote two other books published by the State Library:  Kansas Public Libraries from Abilene to Zenda; A Concise History and The Carnegie Legacy in Kansas:  A Retrospective View of the 59 Public Libraries Built by Andrew Carnegie. The documentation cited in the Carnegie book was used by the Kansas State Historic Preservation Office as invaluable resource material when nominating the surviving Carnegie libraries in Kansas for inclusion in the National Register of Historic Places. The book has also been acknowledged in Carnegie Libraries Across America; A Public Legacy, by Theodore Jones (John Wiley & Sons/Preservation Press, 1977), and since 2002 has been featured online at http://skyways.lib.ks.us/carnegie/intro.html.

·        Developed literacy program proposal that the U.S. Dept. of Education wanted to use as a model for other state library agencies.
